Council approves amended police chief contract and retroactive overtime pay

Council member Max Allen moved to approve the contract as amended, and Council member Sue Sapp seconded the motion; it carried 4-0. The council separately approved the management pay increase described in the contract by the same 4-0 vote.
The council then considered whether overtime already paid under the amended terms should be made retroactive. Council member Max Allen moved, seconded by Council member Neil Van Boening, “to make the overtime retroactive from the date that we amended his paycheck to present at the previous rate of pay.” The motion passed 3-1 on a roll-call vote: Sue Sapp—yes; Curt Oblinger—no; Max Allen—yes; Neil Van Boening—yes.
The council record does not specify the dollar total of the retroactive payment. The overtime arrangement is explicitly tied to staffing: once the police department is “fully staffed,” the overtime provision will lapse, per section 4D as stated in the minutes. No further action on staffing timelines or a date for the chief’s remaining training module was recorded.
The council adjourned at 7:55 PM; no additional personnel actions were taken after the votes.
