Baldwin Park City Council excuses Avila from closed session, runs brief Zoom public-comment test

During the roll call the City Clerk recorded Mayor Damian, Mayor Pro Tem Ayala, Council member Estrada and Council member Lozano as present. A motion was made to excuse Council member Avila from the closed-session portion of the meeting. The motion was seconded, the council asked for objections, none were raised and the council approved the request by unanimous consent.
The mayor opened public communications and initially reported no speakers. Staff then asked to reopen public communications to test the council’s Zoom connection. City staff said there was one virtual speaker for the test and allotted three minutes. The caller, identified as Samantha, checked audio and asked, “Hi. Are you guys able to hear me?” Staff responded that they could hear her; Samantha briefly read aloud as part of the test before ending her remarks.
After the audio test the mayor closed public communications and the council recessed to the previously announced closed session. No substantive public-policy items or votes on ordinances were taken during the public portion of the special meeting.
The council’s next publicly announced step in the meeting record was to proceed with the closed session; no additional public meeting date or follow-up action was specified in the public portion.
