City staff presented the FY 2026–27 Annual Action Plan and the City Council voted unanimously to approve it on June 17, allowing the city to submit the plan to HUD and begin spending by July 1.
Ryan, who presented the plan, said the city expects approximately $1.58 million in Community Development Block Grant (CDBG) funds and $277,700 in HOME funds for the coming program year. "These dollars support key community priorities such as senior programs, domestic violence services, homeless assistance, graffiti removal, and a major $1 million citywide sidewalk pavement improvement project," Ryan said.
Council discussion was limited; no members asked the presenter to change the package. The plan was available for 30 days for public review and staff said community feedback prioritized safety, infrastructure and supportive services. Approval enables staff to submit the plan to HUD and begin contract and program implementation on or after July 1.
Council action: motion to adopt the Annual Action Plan carried 5‑0. The city will now proceed to finalize HUD submittal and begin program procurement and scheduling per the adopted allocations.
Closing note: staff advised that these federal awards do not impact the city’s general fund and that project implementation will follow HUD rules and reporting requirements.
