Cumming City Council voted to award the Castleberry Road parking-lot contract to Jasper Grading for $658,110, approving the demolition of the former police building and construction of a lot that will support fairgrounds events and a new pocket park.
Staff explained bids varied because bidders submitted slightly different designs and demolition breakdowns. Jasper Grading’s proposal was based on a 151-space base plan; an alternate proposal from another bidder used a larger 181-space layout. Staff noted demolition cost differences — roughly $98,000 versus $143,667 in one comparison — accounted for much of the price spread and made Jasper’s low, base-plan bid the recommended award.
Phil, the presenting staff member, said the grass area currently on the site will remain as part of a pocket park; future work will include a separate bid for a pavilion and restrooms. Council members discussed timing so work would not disrupt the July 4 parade and fair; staff said construction would likely start after the holiday, with a target to issue a notice to proceed once the contract is fully executed.
The motion to award Jasper Grading passed unanimously (motion carried 5-0). Council records indicate the city will coordinate traffic control and signage as part of the contractor’s responsibilities, and staff will return with a separate bid package for site amenities.
