Mt. Vernon council approves $2.1 million in vouchers, awards $731,000 Veteran Park dredging contract and okays downtown design increase

The Mt. Vernon City Council on Oct. 16 approved consolidated vouchers totaling $2,126,322.08 and took several contract and project actions, including awarding a $731,000 contract to dredge Veteran Park Lake.
Council Member Joe Gliosci moved to approve the Oct. 2 meeting journal, and Council Member Mike Young seconded; the measure passed. Council Member Ray Botch then moved approval of the consolidated vouchers for accounts payable in the amount of $2,126,322.08; the motion was seconded by Joe Gliosci and carried on a 4–0 vote with Council Member Donte Moore absent.
City Manager Mary Ellen Bechtel presented the Veterans Park Lake dredging bid results. Four firms bid; the low bidder was Groundworks Contracting, Inc. of Breese, Illinois, at $731,000. The council voted to accept staff’s recommendation and award the contract to Groundworks Contracting.
Bechtel also asked the council to waive bidding and award $32,600 in brickwork repairs at the new police facility to Barter Masonry, Inc. The work responds to damage from a vehicle; City Attorney David Leggans said the insurance carrier will pursue restitution from the responsible party. The waiver and award were approved unanimously by those present.
On downtown redevelopment, the council approved a resolution authorizing an additional $104,000 in services for design firm MKSK after the project budget estimate rose to $2.3 million; MKSK’s total fees will increase to $230,000. Mayor John Lewis and council members approved the additional services request following staff presentation.
The council also approved a five-year lease with Bathla LLC for office space for the Tourism Department at 123 South 10th Street. The lease begins Nov. 1, 2023, at $1,400 per month for the first three years and $1,500 per month for the final two years; the lease is gross and includes utilities, real estate taxes and insurance.
Parks Director Chelise Bray presented an end-of-season report on the Aquatic Zoo with revenue and expense details; council members thanked Bray and Parks staff for their work.
All motions noted above passed by recorded voice votes with Council Members Ray Botch, Joe Gliosci, Mike Young and Mayor John Lewis voting yea and Council Member Donte Moore absent. The meeting adjourned at 7:30 p.m.
