The Estacada City Council voted June 18 to adopt Ordinance 1327, rezoning the parcel that includes the former Delta County jail site to a Commercial E designation.
City administration presented the rezoning request, noting the parcel was split across three zoning designations (including unzoned, E3 and E-commercial) and that rezoning to Commercial E would align the parcel with adjacent properties along Ludington. Planner Joey Walker said rezoning would likely be appropriate regardless of the hotel proposal, but that approving the rezone would allow the proposed hotel to be treated as a by-right use rather than requiring a special land-use approval.
Representatives of the development team spoke in support: Dayton Moyer of Moyer Construction identified himself as the general contractor for the proposed hotel and offered to answer questions. Jared Rawn of the Terrace Bay Hotel Group, identifying himself as an owner, confirmed the site-plan approval for the project is contingent on the rezoning. The council closed the public hearing, moved to adopt the ordinance and recorded a unanimous roll-call vote in favor following the Planning Commission’s recommendation to approve.
The council did not record any public opposition during the hearing; staff indicated the rezone follows Planning Commission review.
