Shapleigh board approves lakeside house relocation with conditions, tables revegetation and riprap plans

The Shapleigh Planning Board on Tuesday approved a proposed relocation of a lakeside replacement dwelling as the best practical location but set conditions requiring a final site plan, licensed surveyor confirmation and recorded plans.
Staff told the board the proposed structure will be placed 97.6 feet from the high-water mark; the existing building footprint is 938 square feet on a 13,304-square-foot lot with current lot coverage of 7.05%. The board required the final plan to show the 50-foot road setback, include overhangs in lot-coverage calculations and add square footage for revegetation of the area vacated by the previous structure. The board set a completion deadline of June 30, 2027, including revegetation, and said that failure to meet that date will void the approval and require a new application and recording at the York County Registry of Deeds within 90 days when a structure lies within 100 feet of water.
The board reviewed a subsurface wastewater disposal application for a four-bedroom dwelling (Kenneth Gardner) and the associated revegetation plan. Staff and members discussed the town's points-based tree replacement system: many mature trees on the retaining-wall project (Balerman property) will require dozens of 6-foot native trees to meet point counts across multiple grid areas. Given the complexity, the board voted to table the retaining-wall/revegetation plans and asked the applicant to return with clarified revegetation grids and native-plant lists.
Separately, Tyler Matthews presented a riprap stabilization plan (99 feet) for the Parsons property. Staff said DEP acceptance had been filed but the town requires a 10-foot vegetative buffer behind the riprap and a detailed plan showing native plant species and debris removal; the board tabled the riprap application pending those submissions.
On other business the board accepted a requested permit renewal for 55 Point Road through Feb. 20, 2028. The meeting ended after scheduling follow-up items and the board adjourned.
Ending: Conditions were set for the replacement dwelling and multiple items were tabled pending additional revegetation, buffer and permitting documentation; the board will revisit those items at future meetings.
