CDD files NPDES report, approves drainage easement and emergency street sweeping after storms

River Ridge CDD filed its Lee County NPDES Cycle 4 Year 7 report for submittal to FDEP, approved a blanket grant of drainage easement from the PSGRC to the CDD, and authorized emergency street sweeping and equipment relocation work to address storm impacts.
District staff reported progress on stormwater and post-storm cleanup measures and the Board approved related administrative items.
Mark Zordan of Johnson Engineering presented the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report, which Lee County reviewed and approved and will be submitted to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline. Staff were told to continue into Year 8 because the new permit timing was uncertain.
The Board also discussed lake equipment: Premier Lakes reported one nano-bubbler machine requires repair and the Board considered proposals to relocate a nano-bubbler and the associated electrical work; staff will revisit electrical proposals with the contractor and confer after the meeting. Bentley Electric Co. of Naples had a proposal referenced for relocation of a 240V aerator.
To clarify drainage responsibilities, the Board approved a proposed Grant of Easement for drainage from the PSGRC to the River Ridge CDD and decided that future easements would be added to agendas with specific sketches and legal descriptions. Mr. Krebs is preparing two additional drainage easements (Seaside II and Golf Course area); resident Mike Rainstin said no work had yet commenced and staff noted some areas must dry before construction can begin.
The Board ratified an emergency Precision Cleaning, Inc. street-sweeping contract for storm cleanup (eight loads completed) in a one-time amount of $1,475 and authorized staff to add additional week-to-week cleanings for the next month if necessary. The motion passed unanimously.
Board discussion noted that stormwater ponds are designed to catch and retain runoff and are not held to the same standard as natural lakes; water-sampling requirements may change under future permits.
