River Ridge CDD appoints Keith Merrill and adopts Resolution electing officers

The River Ridge Community Development District on Oct. 22 appointed Keith Merrill to fill the vacant Seat 1 (term expires November 2026) and unanimously adopted a resolution to elect officers.
Board Chair Bob Schultz nominated Merrill to fill the unexpired term; the nomination was approved on a motion by Schultz, seconded by Robert Twombly, and the motion passed unanimously. Cleo Adams, acting as a notary, administered the Oath of Office to Merrill.
Shortly afterward the Board adopted Resolution 2025-01, which the Board approved on a motion by Kurt Blumenthal seconded by Terry Mountford. The resolution named Bob Schultz chair and Terry Mountford vice chair and listed Kurt Blumenthal, Robert Twombly and Keith Merrill as assistant secretaries. The resolution also removed James Gilman from the Board and left prior staff appointments (including Chesley “Chuck” Adams as district secretary) unchanged.
Following the appointment and the resolution, Mrs. Adams and District Counsel Tony Pires reviewed the Sunshine Law and the Code of Ethics for public officers, explained required ethics training and disclosure (including sample Form 1 and Form 8B), and outlined public-records obligations and restrictions on Board email responses.
The Board took the appointments and resolutions as formal actions; the motions carried "with all in favor" as recorded in the meeting minutes. The newly constituted Board will serve until the listed terms and proceed with agenda items scheduled for upcoming meetings.
