The Dolores County Board of Commissioners on Sept. 2 approved an amendment to the Lazy Rooster Ranch land‑development agreement (LDA) that clarifies responsibilities for construction and long‑term maintenance of a bridge.
County staff briefed the board on negotiated edits intended to “connect the dots” among the landowner, the town of Rico and the Rico Trails Alliance. Under the amendment, the landowner will be able to compel the town of Rico or Trails Alliance to demonstrate compliance with permit terms, and the county gains an enforcement avenue through the landowner for the recreation easement. A county attorney explained the change gives the county authority to compel compliance through the landowner when previously the county had limited enforcement reach over the easement.
Nicole, representing the project team, summarized recent coordination and confirmed the revised draft presented to the board reflected those negotiated changes. “All we're trying to do here is connect the dots,” she said. The board voted to approve the amendment unanimously and staff outlined next steps: obtain signatures (including the landowner and project representatives), record the fully executed LDA with the clerk and recorder, and publish the recorded document per county practice.
The board and project representatives discussed publication logistics and the order of signatures; staff said they would coordinate with Amber and Margaret to complete execution and publication.
