Pheasant Lane residents press Town of Union over delayed road work; contractor blames NYSEG delays

Residents of Pheasant Lane told the Town Board on June 3 they are frustrated by an extended road project that has seen little apparent progress since late last year.
Charlie Feldman said the work, contracted to G. Devincentis, was supposed to finish last year but crews have been sporadic. “Last Thursday the crew worked half a day and Friday only one person worked for one hour,” Feldman said, and he urged the town not to award additional jobs to the contractor.
Neil Gramento, speaking for G. Devincentis, said NYSEG utility work delayed the project. He said NYSEG told them the work would take two to four weeks but the utility took six weeks to complete its portion; during that pause the contractor’s crews were reassigned to other municipal work. Gramento pledged a full crew on June 18 or 19 and said the company expects to complete the project depending on weather and concrete delivery.
Residents asked what would happen if a person were hurt by unfinished work. Gramento said liability would most likely rest with the company. Deputy Town Attorney Mark Spinner said the delays were not entirely the contractor’s or the board’s fault given NYSEG’s involvement and urged continued communication.
John Hussar said he had contacted board members about the project and received replies from some but not others. Janet Kumpon asked whether reported potential gas‑line issues had been resolved; Gramento said NYSEG installed new mains and services and that no other projects would be run concurrently on Pheasant Lane.
The board did not announce a new enforcement action at the meeting; residents were told the contractor intends to return and that the timeline depends on external factors.
