Morgantown council approves Community Crossing grant match and pays Howard Paving

Morgantown’s Town Council approved a payment to Howard Paving and voted to release town funds to match a state grant for road work at its July 8 meeting.
Courtney Allen moved and David Johnson seconded approval of Pay Application #4 to Howard Paving for $11,359.94 under the Community Crossing Grant; all present council members voted in favor. Separately, the council adopted Resolution 2024-13 to release $56,799.73 from the Local Road and Street Fund to provide the required local match for the Community Crossing project.
Council President Joe Blevins said the Indiana Department of Transportation had supplied a Scope of Services for a SR 135 watermain replacement, quoting $79,200 for that portion of work; the town was told it will be reimbursed for the cost. The SR 135 watermain proposal and INDOT’s scope were provided to council members for review.
The votes on the pay application and on Resolution 2024-13 were recorded as unanimous among members present: Joe Blevins (Council President), Penny Anderson (Council member), Courtney Allen (Council member) and David Johnson (Council member). The meeting record does not indicate any dissent or abstentions.
The council did not set a follow-up timeline for INDOT’s watermain item at the July 8 meeting; staff and councilors indicated they would review the INDOT materials at a future meeting.
