Upland council approves alley vacation, appoints library representative and sets one‑way alley

The Upland Town Council voted unanimously on Aug. 19 to vacate a portion of a public alley, appoint a representative to the library board and establish one‑way traffic on a separate alley, the council recorded minutes show.

Council President Shawn Sizemore opened the public hearing on Resolution 4‑2025, an ordinance to vacate part of a public alley. No members of the public voiced objections. Heath Slain moved to suspend the rules to proceed to a vote; Brad Yordy seconded and the motion to suspend rules passed 4–0. Brad Yordy then moved to adopt Resolution 4‑2025; Heath Slain seconded and the resolution passed 4–0.

Clerk‑Treasurer Mary Fletcher introduced the library board recommendation to appoint Anthony Maganello as the town’s representative. Brad Yordy moved to accept the appointment, seconded by Heath Slain; the motion carried 4–0.

Council members also considered Resolution 6‑2025, which establishes one‑way traffic for the alley between The Havens townhouses and the Connections Retreat Center. Heath Slain moved to approve the resolution, Amy McCrea seconded, and the measure passed by a vote of 4–0.

Attendance at the meeting was Shawn Sizemore, Brad Yordy, Amy McCrea and Heath Slain; Council member Michael Harbin was absent. The council’s recorded votes list the four present members as the affirmative votes on each listed action.

The council did not record any amendments to the motions and did not receive public opposition during the hearing and votes. The meeting minutes show the items passed were routine municipal actions affecting right‑of‑way and traffic control; no implementation dates beyond the resolutions themselves were specified.
