Upland council approves procurement policy, accepts AT&T payment and proclaims Sam Fowler Day

At its Aug. 5 meeting the Upland Town Council unanimously approved Resolution 5-2025 (Procurement, Suspension and Debarment Policy), accepted an AT&T monthly payment option for a contract renewal, approved July minutes and proclaimed Aug. 5 "Sam Fowler Day."
The Upland Town Council on Aug. 5 approved a package of routine municipal actions, including a procurement policy, a contract payment option with AT&T and a ceremonial proclamation.
Clerk-Treasurer Mary Fletcher presented Resolution 5-2025, titled “Procurement, Suspension and Debarment Policy,” which the council approved 3-0 after a motion by Council member Michael Harbin and a second by Council member Heath Slain. Fletcher also noted that the town is being audited by the State Board of Accounts.
Town Manager Jonathan Perez reported that restoration work on State Road 22 is scheduled to begin by the end of August and that a lighting project should be complete by the end of the month. Perez presented two options for renewing the town’s AT&T contract; the council voted 3-0 to accept the monthly payment option from AT&T.
The council approved the July 15, 2025 meeting minutes on a 3-0 vote after a motion by Heath Slain and a second by Michael Harbin.
A proclamation making Aug. 5 “Sam Fowler Day” was presented and approved 3-0. Council Vice President Brad Yordy thanked Clerk-Treasurer Mary Fletcher and recognized Officer Fowler and Marshal Steve Wolf for their service to the community.
No formal amendments or dissenting votes were recorded. The council adjourned at 7:13 PM.
