Kenosha committee upholds city attorney’s demerit-point recommendations for operator licenses, defers massage‑establishment application

The Kenosha Licenses & Permits Committee on Sept. 8 reviewed multiple operator and establishment license applications, heard applicant testimony about past traffic and court matters, and took several procedural votes.
Applicants for operator licenses were read into the record with recommended demerit points from the city attorney; the roster included Bailey McCreery (25 points), an applicant listed on the agenda as "Alexandra White" (90 points), Priscilla (listed on the agenda as Gazda) (70 points), Desiree Garcia (35 points), Christy Ratliff (75 points), and Jeanette Daniel (30 points). One person who identified herself at the hearing as Alexandra Blake told the committee she had missed a court date while out of town but had paid outstanding tickets, paid $50 to reopen the case and had the charges dismissed. "I did everything I needed to do... I showed up to court and they dismissed it because I did pay off my tickets," she said.
Committee members pressed applicants about omissions on applications. A committee member said failing to list multiple prior offenses makes an application look as if an applicant is hiding information and can raise the recommended demerit points or provide grounds for denial. The applicant identified as Blake said she had no subsequent violations and had taken steps to comply.
The committee moved to concur with the city attorney’s recommendations to grant the operator licenses subject to the listed demerit-point assessments; the motion was seconded and approved by voice vote, with the chair voting aye. The clerk reminded applicants that the full city council would consider the recommendations at its next meeting, and encouraged applicants to attend that session.
On Item 2 — an application by Chisha Song for a massage‑establishment license at 1401 65th Street — the applicant was not present. A committee member moved to defer the application to the next regular meeting rather than deny for nonappearance; that motion was seconded and approved by voice vote.
Item 3, an application by Gerber's Republic of K Town LLC for a daily cabaret license for an event on Sept. 27, 2025, at 2405 63rd Street, was called and approved by the committee by voice vote.
On a separate agenda item, sponsor Roland Pazalo asked the committee to receive and file a proposed amendment to section 13.125 of the City of Kenosha general ordinances regarding massage establishments. Pazalo said the proposal had been withdrawn for further work: "this concern is not dead. We're just going to look at a different approach and look at addressing some of the concerns, and we will bring it back to committee when that happens," he said. The committee voted to receive and file the withdrawal and encouraged the public to provide input to the alderman's office and the mayor.
The meeting concluded with a motion to adjourn that carried by voice vote.
