Hebron council unanimously adopts meeting-rules resolution; approves minutes and bank reconciliation

The Village of Hebron council on Jan. 5 voted to adopt Resolution 2601 — a measure to set regular and special meetings and establish council meeting rules — and approved several routine items including minutes and the December 2025 bank reconciliation.

The presiding official introduced Resolution 2601 as a first reading but asked the council to treat it as an emergency and suspend additional readings. A council member moved "to declare an emergency and suspend the readings," and the motion was seconded. The clerk called the roll; the council recorded unanimous affirmative votes to suspend readings and then to adopt Resolution 2601 by roll call.

"Motion to declare an emergency and suspend the readings," one member announced during the meeting; the council then adopted the resolution by unanimous vote.

Earlier in the meeting the council moved to approve the Dec. 17, 2025 minutes. The clerk recorded five votes in favor and one abstention (Mr. Marietta), and the minutes were approved. The council also acknowledged receipt and review of the December 2025 bank reconciliation and approved that acknowledgement by roll call.

Taken together, the votes closed several routine items on the agenda and placed Resolution 2601 into force immediately by emergency action. No substantive public comment was recorded on these items during the meeting.

The clerk noted the meeting recording will serve as the official minutes once the council approves them; recordings are posted to the Village of Hebron YouTube channel after approval.
