Committee recommends creating Public Works superintendent to take on fleet and facilities duties

The Village of Ashwaubenon Finance and Personnel Committee on June 16 recommended that the Village Board approve creation of a Public Works superintendent position to replace the previously posted operations supervisor.
Staff told the committee the prior recruitment produced no viable internal candidate and the proposed superintendent role would shift fleet and facility management duties out of the Public Works director's workload. Village officials said the change is intended to be headcount neutral initially and to raise the position's pay grade to attract internal and external candidates who could later move into director roles.
Director Brian (Director of Public Works) and HR staff described how the new position would consolidate fleet and facilities under one program area and make maintenance more proactive. Committee members noted the department is relatively lean: "we have, what, Brian? 15 guys in Public Works that do all of our garbage pickup ... they plow all the snow, they set up all the barricades for Packer games," a committee member said, and supported creating a mid‑level manager to reduce the director's day‑to‑day operational burden.
Staff said if the Village Board approves the concept the department would advertise immediately and aim to have a new employee onboard within about 90 days. They also said a facilities manager position could be proposed for the 2027 budget to further split duties as needs and funding allow.
The committee voted to recommend the position to the Village Board for final approval.
