Hebron council adopts public-meeting guidelines, settles on five-minute public-comment limit

The Village of Hebron council on Aug. 28, 2024, adopted guidelines for public meetings that include a five-minute limit on individual public comments.
Council President Randy Wolf moved to adopt the guidelines as presented and Jerry Carpenter seconded the motion. Councilmember Annelle Porter objected to a five-minute limit, saying it could make residents feel the village did not truly want to hear from them. Mr. Wolf said a five-minute limit is sufficient and noted most items have three readings that provide multiple opportunities for comment. The motion passed by roll call with all councilmembers present voting in favor except Porter.
Mayor Valerie Mockus said the guideline could be changed later if the council finds it does not work in practice.
