Hebron council directs acceptance of water-filter bid; water plant reports permit renewal and maintenance

The Village of Hebron council on Aug. 28, 2024, authorized staff to prepare legislation to accept a $374,484.00 bid from Viola WTS Services USA, Inc., for the Traveling Bridge Filter Replacement Project, and heard a detailed operations update from the Water Reclamation Superintendent.
Administrator Jung-Han Chen said V3 Companies prepared bid specifications and the village received a single bid from Viola WTS Services USA, Inc. Mr. Chen requested that council direct the Village Solicitor to draft an ordinance to accept the bid; Councilmember Randy Wolf moved the directive, which passed by roll call with all councilmembers present voting in favor.
Water Reclamation Superintendent Tom Coleman reported the plant has treated 151.656 million gallons so far this year and that the village’s National Pollutant Discharge Elimination System (NPDES) permit renewal has been completed and submitted to the Ohio EPA. Coleman described recent maintenance: repairs to clarifier #1’s weir trough, draining and inspection of clarifier #2 with no defects found, cleaning of sand drying beds and replacement of sand, removal of GeoBags and cleaning of the orbal tank’s outer ring.
Coleman said the village has engaged the Ohio Rural Water Association to provide classroom smoke-testing training to identify illegal connections and inflow and infiltration issues; the association provides the blower equipment free but the village must purchase roughly seven gallons of liquid smoke for the machines. The smoke-testing work would involve staff and attendees walking throughout the village to locate illegal connections.
The council’s action to direct preparation of legislation to accept the Viola bid does not itself award the contract; it authorizes staff to prepare the ordinance for formal enactment at a future meeting.
