Hebron council approves minutes, holds executive session and hears updates on paving, hydrants and municipal HVAC

At its Sept. 11 meeting the Village of Hebron council approved prior minutes, unanimously entered and exited an executive session about pending or imminent litigation, acknowledged the August bank reconciliation, and heard administrative updates on paving, hydrant flushing and HVAC replacements; several community events were announced.
The Village of Hebron Council on Sept. 11 approved the Aug. 21, 2024 Combined Council Committees Meeting minutes and acknowledged routine financial reports before turning to administrative updates and event scheduling.
Council President Randy Wolf moved to approve the Aug. 21 minutes; Andrea Chapman seconded and the roll-call vote was unanimous. Later in the meeting Mr. Wolf moved to acknowledge receipt and review of the August 2024 bank reconciliation; that motion, seconded by Annelle Porter, also passed unanimously.
Councilmember Annelle Porter moved to enter executive session at 6:03 p.m. so the body could confer with the village solicitor about disputes that are the subject of pending or imminent court action under Ohio Revised Code 121.22(G)(3); the motion passed by roll call. The council reconvened in open session at 6:17 p.m. after a unanimous roll-call vote on a motion by Stacy Stoner.
Village Administrator Jung‑Han Chen delivered routine operational updates: he said the River Round Up the prior weekend drew more than 30 volunteers, including the mayor and public works staff, and that the Water Department is flushing hydrants "to flush out sediments," work he said should be finished by the end of next week. Chen reported on street work: Enterprise Drive paving and striping are complete, High Street is being seal coated and striped, and Canal Road has received patch work where water lines were placed; outstanding punch-list items remain.
Chen also said six HVAC units in the municipal building will be replaced starting the following day to reduce noise, with seven additional original units scheduled for replacement in the next fiscal year; he said the building's current units are 24 years old. When Councilmember Kenney Nauer asked whether the new pavement would be bermed, Chen confirmed berming "is part of the punch list."
Mayor Valerie Mockus thanked councilmembers for agreeing to participate in the Hebron Pie Festival parade Sept. 14 and encouraged attendance at festival events. The council reviewed an updated calendar of upcoming meetings and community events. Mrs. Stoner moved to adjourn at 6:29 p.m.; Mrs. Porter seconded and the motion passed by roll call.
