Hebron council directs solicitor to draft stormwater utility and update park rules

Council unanimously directed the solicitor to draft an ordinance to create the utility; no assessment rates or implementation timeline were provided.
Councilmembers raised practical concerns during discussion, including who would maintain any new overflow channels and the need to coordinate with engineering and operational departments. The next step is for the solicitor to prepare draft ordinances for Council consideration; staff indicated implementation would require further hearings and public notice.
