Hebron council approves Pulte Homes development agreement and rezoning along Canal Road

The Village of Hebron Council on Aug. 14 adopted a development agreement authorizing the mayor and fiscal officer to finalize terms with Pulte Homes of Ohio LLC and approved rezoning for several parcels on Canal Road that are part of the Canal Crossing development.
The action came after a request from Tom Hart of Pulte Homes, who asked Council to waive a third reading because the resolution and related rezoning ordinance were time-linked. Council suspended readings and adopted Resolution 24-11 authorizing the development agreement; Councilmember Annelle Porter voted against suspending the readings and against adoption, while the other councilmembers voted in favor. Council then adopted Ordinance 24-24, rezoning the parcels identified by auditor parcel numbers, with a unanimous vote.
The decision implements the rezoning component required for the Canal Crossing project and clears the way for the developer and village to proceed under the terms of the newly authorized agreement. Economic & Community Development Director Brittany Misner had previously transmitted the Planning & Zoning Board’s notices and recommendations tied to area projects, and the Canal Crossing waterline extension remains under testing and chlorination review by the water department.
Council records show Nauer moved to suspend readings on the resolution and Wolf moved to adopt the rezoning ordinance; both motions carried on roll-call votes. The resolution and rezoning ordinance were presented as linked steps intended to align development timelines and utility work.
Next steps: the village will execute the development agreement documents as authorized and proceed with administrative steps tied to the Canal Crossing infrastructure, including pending waterline testing and sampling.
