Health commissioner defends local public-health funding as senators flag disparities

Indiana Department of Health Commissioner Dr. Lindsay Weaver told the State Budget Committee that the department’s proposed rule defines how hospital and long-term care civil penalties would be calculated and that the department is presenting three federal grant opportunities: Technology to Support Services for Victims of Crime; Services for Victims of Crime; and Support for Family Centers.
Dr. Weaver then outlined local public-health funding, saying hospitals are often the primary stakeholders in many communities and that the Department monitors parameters for county funds while detailed budgets are established by local county councils and health departments. Senator Fady Qaddoura and Representative Gregory Porter questioned overlap with Medicaid and other services and pressed on persistent life-expectancy and infant-mortality gaps; Dr. Weaver identified substance use disorder and suicide as significant contributors and acknowledged more work is needed to lower infant mortality, especially in communities with higher rates among African American infants.
Why it matters: committee members framed the discussion as whether the funding accurately targets gaps in public health and whether local allocations duplicate other services. Dr. Weaver said Local Public Health funds are intended to fill gaps but acknowledged households may receive multiple services and that detailed budgeting is done locally.
Next steps: the Department’s proposals and grant reports were presented as review items; the committee did not take a formal vote at this meeting. Dr. Weaver also suggested a name-change for the Indiana Birth Defects and Problem Registry upon Senator Qaddoura’s recommendation.
