County approves two SHIP‑funded manufactured homes and adds ARPC closeout work

ARPC contract amendments: ARPC requested and the board approved an amended agreement to add closeout work for FY 2021–22 and FY 2022–23 at a cost of $5,000 per year to prepare final state reports and documentation, with approval contingent on county attorney review.
Manufactured home purchases: The board approved purchasing two homes that had been previously approved under older SHIP fiscal years: a home for Robert Smith (Apalachicola) at $123,244.60 and a home for Angela Turner (Eastpoint) at $107,669.60. Staff said the purchases will be paid from the appropriate SHIP fiscal year funds and recaptured program funds; the board authorized manual checks to fund down payments.
Why it matters: Closing out prior SHIP years is necessary to free up more current allocations from the Florida Housing Finance Corporation and to move applicants forward for housing assistance. Commissioners and staff noted state set‑asides for very‑low income households must be respected during applicant prioritization.
