Board approves inserting tax-rate breakdown brochure into tax-bill mailings

The Henniker board approved inserting a three‑page informational brochure, including a tax‑rate breakdown comparison and QR links, into upcoming tax‑bill mailings after a motion and voice vote at a workshop.

A staff member presented the brochure as a way to educate residents about services the town provides and to show examples of tax impacts for different home valuations. One board member expressed reluctance to include non-essential material with tax bills, saying some residents might discard the mailing and risk late payment, but staff and others said the brochure is primarily educational and can be linked from the town website.

A board member moved to insert the tax-rate breakdown comparison in color into all tax bills; another member seconded the motion. The chair called for a voice vote and announced, "Motion carries 4 and up."

The group discussed logistics and cost: folding and inserting three pages will add a modest additional expense, staff suggested a cost estimate be obtained, and the administrative office offered to print a commercial color run to reduce per-unit cost. Staff said the town typically handles about 1,800 tax-bill mailings and that bulk-mail or targeted distributions (for deed transfers) could be alternatives if the board later decided not to insert the brochure with every bill.

Staff will get postage and insertion cost estimates and proceed with printing and distribution under the board's direction.

The chair closed the workshop after a brief update about Saturday packets and IT follow-up on shared-drive access.
