Proposal to fund MSU study of senior needs fails after divided debate

On June 17 the Genesee County Board considered a proposal to fund a Michigan State University mixed-methods study of senior needs at an amount discussed near $100,000, drawing a split vote and extended debate over process and priorities.

Supporters, including task-force members and Commissioner Dr. Beverly Brown, said the research would fill gaps in the task force’s work by collecting narratives from homebound seniors, validating recommendations, and informing longer-term policy and budget decisions. Dr. Brown said rigorous, mixed-methods research would help the county identify root causes and measure return on investment for senior services.

Opponents, led by Commissioner Shawn Shoemaker, said the task force already produced numerous recommendations and argued county staff and the director of senior services should be empowered to act on programmatic changes without an expensive outside study. Several commissioners questioned whether the task-force process sufficiently included every district’s appointee and debated whether the county should spend fund balance money on research when direct services could use the funds now.

The motion to authorize the study failed on a 3–3 vote. Commissioners also discussed other task-force recommendations and asked staff to prepare budget-related proposals and requests for proposals (RFPs) aligned with those recommendations for review during upcoming budget meetings.

Next steps: staff and committee chairs will prioritize recommendations that can be implemented administratively, prepare necessary RFPs and bring proposals back to the board for consideration during July budget deliberations.
