Wynnedale Town Council approves asset-management plan, hires consultant; council accepts Gruber resignation

The Wynnedale Town Council on Nov. 12 approved an Asset Management Plan that rates seven road segments as poor and lays out a five-year treatment schedule including crack sealing or micro-surface double. Cheryl McBride moved to approve the plan; Ann Hildner seconded and the motion carried.
Council members also voted to hire Kieser Consulting Group to assist with the town’s grant application and subsequent management. Members reviewed proposals from Fleck Engineering LLC and Kieser Consulting Group; the assembly noted that consulting fees cannot be paid from the grant. Cheryl McBride moved to hire Kieser Consulting; Ann Hildner seconded and the motion passed.
The council approved a revised INDOT road inventory after a motion by Sue Rice and a second from Ann Hildner.
On budget matters, Treasurer Jarnell Craig reported that no state deposits were received for September or October and said she is investigating the missing deposits. The report and budget, with necessary changes, were received and filed for audit.
The council authorized participation in the Indiana Local Technical Assistance Program (LTAP) to perform traffic counts and speed monitoring, subject to a liability investigation and the addition of a $1,000 line item for Safety & Security. Judy Gruber moved the contingent approval; Ann Hildner seconded and the motion carried. Councilmembers said the work would likely take place in spring.
During Old Business members reported the North Wynnedale crack-sealing project was completed and that the vendor returned to perform fixes. Council also noted ongoing drainage research and identified contacts at Citizens water company and the city Department of Public Works: Jeff Harrison and Anna Gridly.
The council accepted a letter of resignation from Judy Gruber effective Nov. 15, 2024. Gruber will remain as the Asset Management Plan point person, sit on the Safety & Security committee and continue web administration until further notice; council members thanked her for her service.
Cheryl McBride moved to adjourn the meeting; Sue Rice seconded. The meeting adjourned at 8:21 p.m. The council did not schedule a December meeting; its next meeting is Jan. 14, 2025, at 7 p.m. at the Fitness Farm.
