The committee reviewed administrative sections of the charter that govern contract authority, budget deadlines and financial oversight.
On contracts, members considered revising a provision that currently says the mayor "shall sign all contracts and bonds" to make clear the commission may delegate signing authority to the city manager by ordinance (for example, delegating contracts below a set dollar threshold). Chair (S1) suggested language such as "shall sign or delegate authority to sign all contracts, except as otherwise delegated by the commission," and Ritchie (S3) agreed that the 3.04(c) delegation-by-ordinance provision could be used to set a threshold.
On the budget, committee members recommended changing a hard date ("first regular meeting in September") to a more flexible deadline: "no later than the first regular meeting in September," allowing staff to meet county appraisal/tax schedule requirements while preserving a clear charter deadline.
On financial oversight, members revisited whether the charter should require an audit committee every January or make the provision permissive. Several members recommended making the audit committee optional: "If the commission exercises its discretion to appoint a committee, the commission shall appoint the members..." so the commission can form a qualified committee only when a targeted audit or investigation is needed.
What happens next: Ritchie will return redlines that (a) clarify delegation of contract-signing authority, (b) change the budget deadline phrasing to a "no later than" formulation, and (c) make audit-committee language permissive so the commission may appoint qualified auditors when necessary.
