He indicated the approach is showing results and characterized the town as dedicated to ensuring community safety and preventing property deterioration.
The comments were delivered as a policy-direction update rather than a formal action; the minutes record no related motion or vote. Earlier in the meeting Town Manager Brian Stutsman described a recent cleanup in which one active camp on private property in Youngtown was removed and the property will be retained for 30 days, indicating staff follow-up on transient-encampment issues.
Any operational changes, new tool acquisitions, or formal enforcement directives would be brought to the council for authorization as required.
