Youngtown approves $663,100 contract for Phase VI of sidewalk improvement program

Community Development/Public Infrastructure Manager Gregory Arrington recommended that the Youngtown Common Council accept the bid from Standard Construction Company, Inc., for Phase VI of the Youngtown Sidewalk Improvement Program at a contract amount of $663,100.00. Arrington told the council the program is intended to address nighttime safety challenges and improve walkability for Youngtown residents.
Arrington presented four bids: Lincoln Construction, Inc. ($547,800), Temcon Concrete Construction Company ($632,105), Standard Construction Company, Inc. (recommended) ($663,100), and DBA Construction, Inc. ($859,819). Pursuant to Youngtown Town Code § 3.16.040, Town staff determined Temcon and Lincoln to be non-responsible bidders because their references did not confirm the minimum required experience with similar sidewalk installation projects, and therefore recommended award to Standard Construction following a comprehensive packet review.
The fiscal allocation for the sidewalk program is $1,200,000. Arrington said the contract will be amended to add additional scope of work using the remaining allocation (approximately $536,900 after the award). He estimated that, when complete, Phase VI will bring the sidewalk program to roughly 75% of Townwide completion and said staff will apply again for CDBG funding later this year to support remaining work.
Councilmember Kathryn French moved to approve the agreement; Councilmember Jodi Kaczynski seconded. The motion passed unanimously with all Councilmembers in attendance. Vice Mayor Vickers was noted as excused.
The council record shows the Town will proceed with contract finalization and scope amendments; staff indicated further details on the additional scope and any subsequent change orders will be brought back to the council as needed.
