Zion council approves zoning cases, grant applications and routine procurements; Chipotle fee cut passes 3–2

During its June 16 meeting the Zion City Council approved multiple zoning and consent items and authorized staff actions on grants and procurement.
Key approvals included:
- An intergovernmental agreement with Zion Benton Township High School District 126 to continue the School Resource Officer program (SRO); approval is contingent on District 126 board action. Commissioners praised the program’s impact on students.
- Multiple zoning actions recommended by the Planning & Zoning Commission: a text amendment to allow utilities by special use permit, a Comcast special‑use permit to house a fiber network hub, variances for a residential garage and fence, and a special use permit for a longstanding church site. All zoning items passed by roll call.
- Economic development and cultural grants: council approved a hotel‑motel tax grant request for Pawatami Trails Powow of up to $8,000; staff also obtained authorization to apply for a $275,000 Illinois Housing Development Authority Strong Communities grant to address seven abandoned homes identified for demolition and infill.
- Procurement and capital items: council approved a $47,750 proposal to install cured‑in‑place sewer lining on a recently repaired sanitary main and authorized the police department to purchase Essential Personnel software as a SaaS subscription ($10,685 total first‑year cost). These items were passed as presented.
- Developer incentive: the council approved a recommended 50% reduction in the water tap fee for a proposed Chipotle restaurant (from $16,500 to $8,250). That motion passed on a 3–2 roll call vote with Commissioners Frierson and Stack House recorded as opposing the fee reduction.
Several items carry next steps: the IHDA application is due June 30 and would fund demolition and subsequent infill work in partnership with regional home builders; the sewer lining will be a line item in the FY27 sewer repair budget; and staff will complete vendor paperwork and state reimbursement paperwork for the rescue vessel approved earlier in the meeting.
