The Zion City Council on June 16 authorized a fifth amendment extending the redevelopment agreement with Imperion LLC to allow additional time for capitalization and investor/tenant sourcing.
Director Bronson explained the extension request is to give Imperion time to broaden project scope and secure financing. Po Tam of Clarious Partners and leasing representative David Conro updated the council on market conditions, noting capitalization for speculative industrial projects has been slower than anticipated since 2023, with vacancy and absorption trends improving but new construction starts at a decade low in 2026.
Developers described three building configurations under consideration — approximately 488,000 sq ft (large cross‑dock), a 120,000‑sq‑ft building and a 60,000‑sq‑ft building — and said they are pursuing national investor conversations and a third‑party brokerage to source tenants. They said alternatives such as build‑to‑suit arrangements or a land sale could be considered if speculative financing does not materialize.
Commissioners asked about building specs and whether the proposed timelines remain realistic if interest rates move higher; developers said they would continue outreach and might propose changes to the RDA if required. Council approved the requested amendment by roll call vote (5–0).
