Woodburn staff reported personnel changes and short-term operational adjustments at the municipal meeting.
Kevin told the council that deputy clerk Rachel resigned for a school position and that the city has hired Leah Delinsky as the new deputy clerk. Kevin said Rachel will continue part-time to process payments while Leah is trained and that city hall will open with limited hours when Leah starts on Jan. 19. Kevin also said part-time support from Kim Hefner will help during the transition.
Separately, staff discussed hiring two utility candidates to create overlap with a long-serving employee (John) who may depart in about six to seven months. Participants favored hiring approaches that allow knowledge transfer—either by hiring both candidates or by staggering start dates to provide three months of overlap for training.
Council and staff also discussed the operational consequences of the staffing changes in the context of the utility’s workload and the broader capital and maintenance program already under discussion.
Staff said they will return with details about start dates and onboarding plans, and the clerk’s office will post its limited-hours schedule for the public ahead of the Jan. 19 start date for the new deputy clerk.
