UMAC reports ammonia exceedances at Wingate wastewater plant; meeting set with HWC to discuss funding

Troy Elles, UMAC’s water and sewer facilities manager, told the Wingate Town Council on Dec. 10 that the town’s wastewater treatment plant has recorded ammonia exceedances during recent cold weather. Elles said the exceedances have regulatory consequences at the Indiana Department of Environmental Management (IDEM) but also could strengthen the town’s case when applying for funding programs such as OCRA or the State Revolving Fund (SRF) once the town’s water, wastewater and stormwater study is complete.
Elles said a meeting with HWC engineer Eric Smith is scheduled for Dec. 20 to discuss options, including voluntary enforcement plans that could position the town for additional funding. Elles also reported that required lead-and-copper notification letters sent to affected residents used alarming language and caused public confusion; he said a follow-up letter will be sent next October.
The council agreed to participate in the Dec. 20 organizational meeting for the master planning grant and the utilities study. Town staff and council members framed the work as preliminary steps to secure funding and plan repairs; no formal votes were taken on funding at the Dec. 10 meeting.
