Wingate council approves park annexation, adopts ADA plan and hires consultant for utility rate studies

The Wingate Town Council approved several administrative measures at its Sept. 10 meeting, including voluntary annexation of the Town Park, adoption of an ADA Transition Plan and Title VI assurances, and hiring London Witte Group to perform a concurrent water and sewer rate study.
The council approved the Aug. 13 meeting minutes on a motion by Council Member Andrew Lorenz, seconded by Curt Hadley. Clerk-Treasurer Janet Alexander presented the town’s reconciled financial reports for August 2024; Council President Kyle Campbell moved to approve the reports and the motion carried. The council then approved the Accounts Payable Docket for $35,651.57 dated Sept. 10 on a motion by Lorenz, seconded by Campbell.
On a petition prepared by Town Attorney Stu Weliever, the council approved the voluntary annexation of the Town Park; Curt Hadley moved to approve and Kyle Campbell seconded. The council also considered multiple vendor quotes for a water and sewer rate study. Janet Alexander read quotes from Baker Tilly ($10,000 per utility), Kleinpeter Financial Group ($3,500 per utility or $6,000 for both), Krohn & Associates ($4,500 per utility), and London Witte Group (not to exceed $6,250 for both utilities). After discussion, Andrew Lorenz moved to select London Witte Group to perform the concurrent study; Curt Hadley seconded and the motion carried.
The council adopted the resolution titled “A Resolution of The Town Council of The Town of Wingate, Indiana, Adopting the Americans with Disabilities Act (ADA) Transition Plan” and Title VI Assurances. Ken Smith, P.E., of Municipal Civil Corporation prepared the documents; Curt Hadley moved to approve and Kyle Campbell seconded. The motion passed unanimously.
Other housekeeping items: the council discussed codification materials from American Legal and asked the clerk for a one-month extension to remove state traffic codes the town does not enforce; it set Wingate’s Trick-or-Treat hours for Oct. 31 from 6:00–8:00 p.m.; and it scheduled Town Clean-Up Day for Oct. 5, with a limit of ten car tires per household and three dumpsters to be staged at the fire station. The council noted the tax-sale redemption deadline for the bank building is Oct. 1; after that date the town plans to notify the owner that the building is a hazard. Selection of radar speed signage and park security cameras was tabled until the next regular meeting on Oct. 15, 2024.
Public comments included a resident complaint about the drinking water (staff said UMAC will meet with the resident to follow up) and a request from Coal Creek Fire & Rescue Chief Darren Forman to include open-burning rules in the September water bills; Suzy Bass said she would include a copy of the town’s Open Burning Ordinance with the bills.
The meeting adjourned at 7:27 p.m. The next regular meeting was set for 6:00 p.m. on Oct. 15, 2024.
