YMCA proposes subsidized Youngtown memberships; council asks staff to cost options

Mary Davis, executive director of the Northwest Valley YMCA, presented a proposal to the Youngtown Common Council on Jan. 15 to expand subsidized YMCA memberships for town residents.
Davis said the YMCA already serves 178 Youngtown residents, representing 78 households, and proposed two cost-sharing options aimed at lowering member fees. Under the first option, the YMCA estimated a Town of Youngtown cost of $1,920 per month; a second option would cost the town an estimated $1,512.50 per month while shifting different proportions of the subsidy among members, the YMCA and the town.
Council members asked questions about participation rates, fiscal impact and how benefits would be allocated to residents. Councilmember Karen Haney Duncan asked who would help with the budget analysis; Town Manager Brian Stutsman said the assistant city manager from Surprise would assist with budget preparations. Councilmembers expressed interest in additional options to increase participation while preserving fiscal responsibility.
There was no motion or vote on the YMCA proposal at the meeting. Council directed staff to perform a thorough cost analysis and include any recommended appropriation in the town's upcoming budget process.
The YMCA presentation emphasized three program pillars: youth development, healthy living and social responsibility. Davis framed the proposal as a public-private partnership to increase access to recreation and wellness services for Youngtown residents.
The council will consider detailed cost information and possible inclusion of the subsidy in the FY 2026-27 budget following staff review.
