Council declines to declare two businesses noncompliant with tax abatements; staff says compliance is checked annually

The New Haven Common Council on June 16 reviewed tax‑abatement compliance reports and chose not to declare two businesses substantially noncompliant after staff presented the facts and options.
Rachel of the Allen County Department of Planning Services reviewed the CF‑1 process and presented details for two items. Midwest America Federal Credit Union filed its CF‑1 late (June 2 instead of the May 15 deadline) but met the compliance thresholds on retained employees and salaries; staff said the credit union reported five employees with combined salaries of $228,000 and a $1.8 million real‑property investment with four years left on its abatement. Council members discussed options — declare noncompliance (which would require the applicant to request a waiver, pay a $500 fee, and appear before council) or find them in compliance — and the council voted to vote down the noncompliance resolution (i.e., the council did not declare noncompliance and will not require the waiver appearance).
For Bridal Ventures Manufacturing staff reported a late CF‑1 (submitted June 15) and that the company had met or exceeded investment targets (reported $996,555 vs. promised $727,600, about 137 percent) but had hired only one of two promised employees. Rachel explained the review and noted the change in company contact persons had contributed to filing delays. The council again voted to vote down the noncompliance resolution and did not declare Bridal Ventures substantially noncompliant.
A member of the public asked whether the city monitors companies more frequently than the annual compliance check. Rachel responded that formal compliance reviews are annual; she said staff maintains contact but rechecks are not required more often than the annual schedule unless specifically triggered.
What’s next: neither company was declared noncompliant; staff will continue annual monitoring and follow the established waiver process should late filers be referred for additional action.
