- Asphalt resurfacing contract (bid award): Staff recommended awarding a 2026952028 asphalt resurfacing contract to JT Russell and Sons Incorporated as the lowest responsive, responsible bidder; the presented unit price was $140.75 per ton for a two-year period and the company met licensing and bonding requirements.
- Flood damage prevention ordinance (first reading/public hearing): Staff said the North Carolina Emergency Management Division reissued the non-coastal model flood damage prevention ordinance in March 2026 to align with FEMA/NFIP standards and recommended the council call a public hearing on July 21, 2026 to consider amendments to chapter 9 of the Lenoir Code of Ordinances.
- Authorizing resolution for Department of Commerce building reuse grant ("Project Pillar"): The council authorized submission of an NC Department of Commerce building reuse grant application for "Project Pillar," with a grant request listed at $165,000 and a 5% local match of $8,250 from the Caldwell County sales tax reinvestment fund; staff stated the project is expected to create 37 full-time jobs with a projected average salary of $55,727.
