New Carlisle staff report: UDO draft, AWS water capacity, snow response and police promotion

Town staff briefed the council on infrastructure, operations and personnel at the Jan. 6 meeting. Assistant Public Works Director Carl Brown-Grimm said a draft Unified Development Ordinance (UDO) and zoning update are ready and a meeting is scheduled next week to review the draft with interested parties. Deputy Clerk Yvonne Hoffmaster said she has begun year-end reconciliation and noted the Clerk’s office is very busy.
Town Engineer Jared Huss told the council an email from AWS indicated the utility will return 1,000,000 gallons per day of capacity to the town at no cost; he said the information will require staff to revisit water rates and that discussions with SJEC on rates continue. Public Works Director John Mrozinski praised the MVH crew for snow response, reported staff will attend an 811 pipeline safety seminar for certification, and said leaf pickup will occur depending on weather.
Marshal Brian Cook presented monthly police statistics and formally presented a promotion letter for Scot Moniz to sergeant. The council accepted the personnel update; no separate personnel vote was recorded beyond acknowledgment and presentation of the promotion letter.
Engineer Huss also noted upcoming CCMG items: a final change order for the 2025 CCMG to close out that project will be presented at the next meeting, and the 2027 CCMG call for projects is scheduled for July 2026 with survey work underway now.
