Cemetery board raises Park Board scheduling concern; Wreaths Across America set for Dec. 20

Joyce Gard, president of the Cemetery Board, told the council on Dec. 16 that a resident, Pam Norris Myers of County Line Road, has been unable to present a request to the Park Board because the Park Board has canceled meetings; Gard presented the council with a letter from the resident.
Assistant Public Works Director Carl Brown-Grimm told the council the Park Board decided to postpone meetings until after the new year and expects to reconvene in February. That scheduling has delayed the resident’s opportunity to bring her request before the Park Board.
Council Member Nancy Pemberton reported on Cemetery Board plans and said the Wreaths Across America unboxing will take place at the Sextons Building and will take approximately 45 minutes. Pemberton said 517 wreaths will be placed on veterans’ graves and the wreath-laying ceremony is scheduled for Dec. 20, 2025, at 1 p.m.
Additional context from staff: Brown-Grimm noted a variance was approved by St. Joseph County for a fence on Front Street next to the new park, and Engineer Jared Huss said the metering station closeout is awaiting a sensor. The council did not take formal action on the Park Board scheduling during this meeting.
