New Carlisle council reappoints zoning member, approves PW contract and adopts two salary ordinances

At its Dec. 16 meeting the New Carlisle Town Council reappointed a long-serving Area Board of Zoning Appeals member, approved the public works director’s 2026 employment contract, awarded a $165,000 design contract for the 2027 CCMG street project and adopted Ordinances #1500 and #1501 (employee and elected-official salaries).
New Carlisle’s Town Council on Dec. 16 reappointed Joe Veldman to the Area Board of Zoning Appeals, approved Public Works Director John Mrozinski’s 2026 employment contract and adopted two salary ordinances for town employees and elected officials.
President Marcy Kauffman opened the meeting, and Council Member Nancy Pemberton moved to approve the Dec. 2 meeting minutes; Alison Abbott seconded and the motion carried 3-0 (Council Member Will Short was absent at that vote). Later in the meeting the council reappointed Joe Veldman to the Area Board of Zoning Appeals after Assistant Public Works Director Carl Brown-Grimm noted Veldman has served in the role for more than 20 years and hears variances countywide. The reappointment motion carried 3-0 (Short absent at time of that vote).
Attorney Andrea Halpin presented Public Works Director John Mrozinski’s 2026 employment contract, apologized for the late submittal, and Council Member Will Short moved to approve the contract; Nancy Pemberton seconded and the motion carried 4-0.
Engineer Jared Huss presented the Lawson Fisher design contract for the town’s 2027 CCMG cycle. Huss said the project will include pavement reconstruction on Timothy/Race from Compton to Dunn and full reconstruction on Chestnut (Timothy/Race to Arch), which will require replacing a water main. The design contract total is $165,000; Huss also told the council there will be a change order in January on the 2025 CCMG closeout expected to be a net deduct of approximately $5,000. Council Member Pemberton moved to approve the 2027 CCMG design contract and Council Member Short seconded; the motion passed 4-0.
On ordinances, President Kauffman asked the council to waive the rules to consider and adopt Ordinance #1500 (Employee Salary Ordinance) and Ordinance #1501 (Elected Officials Salary Ordinance) at the same meeting. "If there are no objections, Ordinance #1500 will be read by title only for all 3 readings," Kauffman read aloud; there were no objections. The council waived the rules on a motion by Abbott, seconded by Short (4-0). Kauffman then read each ordinance by title three times, and the council adopted Ordinance #1500 (motion by Short; second Pemberton) and Ordinance #1501 (motion by Pemberton; second Abbott), each vote 4-0.
Council voted unanimously to pay all claims presented on the Claim Docket and the Payroll Allowance Docket. The meeting adjourned at 6:56 p.m.
What happens next: Engineer Huss said the 2027 CCMG design contract will proceed; the 2025 CCMG closeout will include a January change order, and the adopted ordinances take effect as provided in their text (copies are on file with the Clerk).
