Tusayan council delays Master Plan payment, seeks final revisions on Sports Complex design

The Tusayan Town Council on Oct. 8 agreed to withhold final payment on the Sports Complex Master Plan until requested revisions and clarifications are delivered and reviewed by staff and councilors.
Town Manager Hendrix told the Council that planners have submitted drafts but that several technical questions remain open. Mayor Clarinda Vail said, “we do not have the full Plan back from them yet,” and urged staff to hold payment until the complete, corrected deliverable is provided. Council members discussed the possibility of a special meeting to review the final plan if necessary to keep the project moving.
Key concerns raised during the discussion included utility locations and easements, night‑sky lighting compliance and whether the property will be annexed into the Tusayan Sanitary District. Pete Shearer, speaking on behalf of the Sanitary District Board and as a school board official, said the school “actually owns the land” and asked that existing easements be honored.
Town Manager Hendrix said some issues could not be fully discussed in open session but that she and staff will continue to work with the master planners to resolve outstanding questions. No final payment was issued at the meeting.
Next steps: staff will gather the outstanding documentation and return the final Master Plan to the Council for review before releasing the withheld payment.
