Youngtown council approves financial report, retains prosecutor, and amends transit agreement

Penny Malia presented the financial report and said the town is "ahead of our budget" on several revenue lines while noting specific line‑item overages (vehicle repairs, janitorial services, barricade purchases) and underperformance in building permits. Passport revenue through February was reported at $11,575 against a budget of $11,500. Council discussed mechanics of credit‑card auto‑pay setup and troubleshooting with PNC Bank after several declined transactions and penalty charges. Town Manager Brian Stutsman and staff said they are investigating the bank's card limit setup and may consider changing banks in the future.
On formal actions, Council unanimously approved retaining Town Prosecutor Michelle Stinson of Pierce Coleman, PLLC, at $3,500 per month. The town attorney described the prosecutor's role handling roughly 20 cases per month and supporting code enforcement and court matters.
Council also approved an amendment to its Regional Public Transportation Authority agreement for fiscal year 2026‑27. Of the total paratransit and transit costs the manager reported, $130,617 will be covered by Public Transportation Funds (PTF) and the remaining $30,777 will be the town's obligation, payable in quarterly installments of $7,694.25.
Other items approved by unanimous voice votes included proclamations recognizing Fair Housing Month and CASA Volunteer Week. The meeting adjourned at 8:05 p.m.
