Town Manager Brian Stutsman told the council he is requesting authorization “to acquire title and take all necessary actions to purchase an easement on the Salt River Materials Group (SRMG) property in preparation for the Peoria Wrap Road project,” and asked the council to approve up to $100,000 for the acquisition. Council approved Resolution 2026‑03 in substantially the form presented and directed staff to finalize the legal description and move forward.
Stutsman and staff said the project footprint was recently resubmitted with minor adjustments but remains about 5,300 square feet. The manager noted recent survey clarifications with SRMG over easement width, saying the latest review showed the project “requires 20 feet on to SRMG vs the 11'9" that was originally requested,” a detail staff said they will reconcile before closing.
Mayor Michael LeVault framed the easement purchase as a traffic‑distribution measure, saying the wrap road will route additional traffic from the north end of Agua Fria Ranch onto the parkway and reduce cut‑through traffic in neighborhood streets.
The council approved the resolution by voice vote with all councilmembers present. The authorization directs the town manager and town attorney to take actions necessary to complete the purchase, including obtaining a finalized legal description of the property.
