Meridian Hills reviews pavement, bridge and grant plans; Penn Street Bridge pile driving set for Jan. 16–17

Council members received multiple project updates from the town’s engineering staff at the Jan. 13 meeting, including the status of CCMG pavement projects, pending grant applications and the Penn Street Bridge schedule.
The minutes state the 2023-02 CCMG pavement maintenance project is closed out with INDOT, though thermoplastic markings remain to be completed. The 2024-01 CCMG project is under contract with Midwest Paving and construction is planned for May 2025. A special bid-opening for the 2024-02 CCMG project was set for Feb. 10, 2025 at 7:00 p.m.; construction is anticipated in August 2025. The minutes note INDOT requires the town be under contract by March 7, 2025 for the relevant projects.
Funding discussions included an awarded 2024 Indy NIP reimbursement and consideration of the 2025 Community Powered Infrastructure (CPI) application window, which the minutes say is open until Feb. 14, 2025. CrossRoad was asked to provide a right-of-way exhibit for the SE corner of 75th and Pennsylvania, a preliminary cost estimate for a sidewalk from Pennsylvania to Washington, and a cost estimate for the 2024-1 CCMG paving match; CrossRoad was also asked to include Street ID sign quotes for possible addition to grant applications.
On the Penn Street Bridge, Beatty Construction reported pile driving is anticipated Jan. 16 and 17, 2025, with possible Saturday work if weather permits; nearby homeowners Herzog and Gordon have already been notified. CrossRoad will email Seger and Broadbent to notify them of the pile work.
Signage: Street ID replacement quotes were listed in the minutes at $52,667.10 (base) and $55,901.20 (alternate). The council asked CrossRoad to discuss per-sign pricing with Signarama and evaluate whether the town could remove and reinstall signs to reduce costs.
Next steps: CrossRoad and engineering staff will provide the ROW exhibit and cost estimates to support grant applications and bidding; staff will continue coordination with INDOT and with Beatty Construction on the bridge schedule.
