Engineer reports on CCMG paving, Penn Street bridge timing, signage and a drainage permit violation

Town Engineer Willie Hall provided multiple project updates at the Nov. 4 Meridian Hills meeting and flagged a permit problem that may require enforcement.
Hall said Howard Companies has been paid and will complete work on the CCMG closeout required by Dec. 1. He noted two CCMG projects are scheduled for 2025 and that the Penn Street bridge project may start in 2025, depending on utility relocation. Hall also detailed a signage update: material from Sign‑A‑Rama is expected to remain reflective for five to seven years, blades may be reused or repaired, and the town will seek quotes for repair or replacement work. He provided an update on the Penn Street radar sign.
Hall reported a private drainage pipe at 7401 Holliday Drive West had an erroneous permit issuance by the City of Indianapolis; the city issued a stop‑work order that the property owner ignored, and the city will not take the pipe into its inventory. The Council, Town Engineer and Town Attorney will investigate enforcement and remedy options.
The Development Standards Committee separately noted a potential addition at the same address that the City’s Department of Metropolitan Development will consider on Nov. 13, creating a near‑term administrative proceeding related to the property.
