Hicksville council approves routine items, accepts EMT hire recommendation and schedules follow-ups

The Hicksville Village Council met Monday, Oct. 7, and approved routine consent items including the Sept. 17 minutes and payment of a list of bills. Council Member Eric Bassett moved to approve the minutes; Rob Bailey seconded the motion, which passed with all votes recorded in favor. Charlie Martin moved to approve payment of bills; Eric Bassett seconded and the motion passed unanimously.
Police and public- safety staffing were on the agenda: Police Chief Mark Denning reported one resume for an open officer position and said an interview is scheduled. EMS Chief Bruce Silcott told the council there were 13 calls in the previous four days and recommended the village hire Rick Neville as an EMT Basic; Neville is certified in Indiana and is awaiting Ohio reciprocity approval. Mayor Michael Barth recommended the hire; Charlie Martin moved to accept the recommendation, Toni Egly seconded, and the motion passed with all votes recorded in favor.
Fiscal Officer Cheryl Smith presented standard finance and collections reports and asked council to approve employee flu shots at a local pharmacy on Oct. 22 and Oct. 24. Charlie Martin moved to approve the flu-shot offering; Eric Bassett seconded and the motion passed.
During the meeting the Solicitor read, by caption only, Ordinance 2024-22 to amend the village Investment Policy (first reading; no final action on the ordinance was recorded). The council also agreed to further committee work on the 2025 budget after the Finance Committee began discussions Oct. 1.
Council moved into executive session at 6:40 p.m. to discuss employee discipline after a motion from Charlie Martin, seconded by Ron Beverly. Council members Toni Egly, Eric Bassett, Ron Beverly, Charlie Martin and Kent Miller voted yes; Rob Bailey voted no. The council returned to open session at 7:20 p.m., had no further business and adjourned at 7:25 p.m. (motion by Eric Bassett, second by Charlie Martin).
