Superintendent Horsley and Academic Programs Director Theresa Buchanan told the board that early‑release Wednesdays are intended for teacher professional development and for reteach or enrichment time for students, but that implementation across classrooms is inconsistent.
Officials said some teachers are not using the time effectively and that student and staff attendance problems have reduced the sessions' impact. School leaders said they will review attendance records, professional development schedules and achievement data to assess whether the early‑release approach is meeting its stated goals.
No policy change was adopted at the March 3 work‑study session; staff said clearer communication about the purpose of Wednesdays and steps to improve implementation will follow.
