The Window Rock Unified School District Governing Board met Oct. 14 in the administration board room and, following two closed executive sessions for legal advice, approved direction to the district’s legal counsel and a short-term consultant contract.
During the meeting the board entered executive session under A.R.S. 38‑431.03(A)(4) to consult with its attorney about an independent investigator’s findings related to the superintendent and about a grievance filed against the Governing Board. The minutes record executive sessions at about 7:01–7:20 p.m. and 7:22–8:55 p.m.
After returning to open session, the board “motioned to approve Board item B.6 & B.8 to proceed as directed and discussed in executive session,” authorizing staff and counsel to act consistent with the board’s instructions. The minutes do not record the substantive content of the attorney consultations; the board cited the statute authorizing legal‑advice executive sessions.
The board also approved hiring Beverly Hardy on a contracted basis for no more than 10 days. The consultant item was first considered before the executive session; following legal consultation the board approved the contract. The motion to approve was seconded and recorded as carrying 5–0.
Those actions were recorded alongside standard procedural votes and do not include additional public detail on the investigator’s findings or on the employee grievance. Board President Yvonne Kee‑Billison called the meeting to order at 6 p.m.; the meeting adjourned at 9:00 p.m. The board’s next regular meeting is scheduled for Nov. 18, 2025 at 6 p.m.
