The Henniker Board of Selectmen on Jan. 6 voted to amend selectmen policy 2‑4 to add a non‑voting liaison to the Cogswell Water Commissioners. The change establishes a select board member who may attend Cogswell meetings, observe operations, ask questions at public meetings and help coordinate shared projects such as capital improvements and emergency preparedness.
Selectman Jeff Morse, introduced by the chair as "our own Jeff Morse," described the role as informational and administrative—intended to be a conduit for information, not to change statutory authority. Town staff said the liaison would be non‑voting, meetings must remain open to the public, and the liaison could ask questions at public meetings but would not assume the commission’s statutory powers.
The board moved to amend policy and nominate Jeff Morse to the newly created liaison role. The nomination passed with unanimous support; staff noted the appointment may be ratified again after town meeting if the board’s composition changes.
